English Local Authorities Intend to Dispose of Social Clubs and Leisure Facilities to Manage Finances

Based on a recent survey of local authorities, UK councils are preparing to sell social clubs, sports centres, and shopping arcades as they bet on a rapid disposal of properties to stabilize finances.

Growing Fiscal Pressures Drive Asset Sales

A coalition of councils for major urban areas in the UK stated that 60% of local authorities are intending to sell assets to cover the rising costs of adult and children’s social care.

Local governments have in the past faced criticism for selling playing fields and land to support their budgets, but they contend they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

The group said that a significant number of authorities attempting to raise money from a quick sale of assets represented “a distinct shift from 2024, when the majority (six in ten) of local leaders said they would focus on service redesigns and using financial reserves to weather growing financial challenges.”

Detailed Examples of Planned Sales

Medway Council in Kent said its property management strategy featured the disposal of a shopping centre in a local town and a community venue in Rochester to raise £20m over the next half-decade.

  • A local golf course and business parks held in two English counties, which all provide rental income for Medway council, will also be sold under the strategy.

Council Tax Increases and Wider Financial Strains

The survey of councils in the key cities group, which includes several urban centers, also found that more than 70% of councils will have to increase council taxes next spring to cover the rising cost of essential services, increased rates of homelessness, and a persistent accommodation deficit.

The authority said it will proceed with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures require time to deliver both improved services and cost efficiency,” stated a council leader.

He added: “We face population challenges which will persist to increase the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

Countrywide Patterns and Projections

A survey of county councils this week further found council budgets being strained by the increasing figures of young people and older individuals needing special educational assistance.

The County Councils Network projected that local shortfalls will hit £4.4bn a year by the end of the decade, as they struggle to manage increased demand.

Ministers have delayed scheduled changes to the Send system until the coming year after a white paper setting out those reforms has been postponed.

Disadvantage and Financial Shortfalls

According to the most recent deprivation measures (IMD) for UK local authorities, several key cities members were included in the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the 2025 deprivation indices,” noted the study.

“Although only a single urban area is in the top 10 for deprived neighbourhoods countrywide, urban areas are much more prone to be in the most deprived fifth of England. The figures highlights the extent of challenges facing municipal officials across key cities in the coming year,” the report added.

“Local government leaders have been clear about the need for a fair and sustainable financial structure that accounts for and addresses the actual extent of deprivation and demand,” stated a council leader.

“Lacking this, local authorities will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their communities.”

A fifth of local authorities have cut or compromised care services in the last year, the survey revealed.
